The Cable Map

Almost all the data that crosses an ocean travels through fibre-optic cables lying on the seabed, and it travels through surprisingly few of them. More than six hundred cables carry roughly 95 to 99 percent of the world's intercontinental data, and fewer than twenty ships in the world are dedicated to repairing them. This is the chokepoint layer most people never see: where the cables cluster, who owns them, and where they have been cut.

Who owns them

The cables have changed hands. Where telecom consortia once built and shared them, the four American technology giants now own or lease a large and growing share of the capacity, around 70 percent by 2022, concentrated in a few very high-capacity systems. Most cables are still consortium-owned by count; the giants own the fattest pipes.

Almost every cable is built by one of four firms: SubCom in the United States, Alcatel Submarine Networks in France, NEC in Japan, and HMN Tech in China. The split is geopolitical. When a consortium favoured the cheaper Chinese bid for a major Asia-Europe cable in 2020, a US pressure campaign turned the members against it, and an American firm won the build. China has obstructed permits for Western-built cables in its own waters in turn.

The sharpest control point is the shore. A cable can be finished and paid for and still be blocked at its landing station by the country it lands in. US regulators forced the Hong Kong landing off a Google and Meta transpacific cable in 2020 over its Chinese-linked investor; the cable went ahead without that leg. The lever is used from both Washington and Beijing.

Why it matters

Financial messaging rides these cables. SWIFT runs no cables of its own; its traffic crosses oceans as leased capacity on the same commercial systems as ordinary internet data. So does the settlement that follows it. The concentration is the recurring failure: Matsu depends on two cables, Tonga once on a single one, and a single convergence point off West Africa took thirteen countries offline at once in 2024.
