Sub-indicators are Z-standardised and aggregated by geometric mean, so a catastrophic score in one dimension cannot hide behind good scores in the others. A floor rule finishes the job: any single dimension above 95 constrains the composite to HIGH no matter what the rest say. Countries carrying a floor are marked ◆ in the table. Reading the bands
CRITICAL (70+): multiple dimensions in failure or near-failure; the host-citizen contract is actively breaking. HIGH (55+): two or more dimensions under significant stress, or a floor triggered; active diversification. MODERATE (40+): the contract is functional and the risks are manageable with monitoring. LOW (25+): sound across most dimensions; suitable as a primary or secondary jurisdiction. MINIMAL (under 25): robust across all four; an anchor position for multi-generational planning.
