Reading the rankings
The three columns do not add up to a fourth. A jurisdiction can top one and sit near the bottom of another: Singapore is the best business platform on the list and a weak home, since it imports its food and water and sits by a contested sea; Uruguay is the reverse. Asset Protection rewards courts and trust law, and also a state's ability to refuse outside pressure, which is why states a great power can lean on score low however friendly their tax. Immunity rewards distance from war and the ability to feed and power itself, and it rewards resistance to the real tail rather than a calm-looking present, which is why a large, self-sufficient country like Brazil outranks a pretty island that a single storm can close.
Sourcing. The three placements are the Journal's own judgment and are unaudited in this edition. The programme facts beside them were drafted for the July 2026 edition without citations, and are now being traced to primary sources one jurisdiction at a time. Portugal was corrected on 27 July 2026, after the nationality law that took effect on 19 May 2026 raised the residence needed before a citizenship application from five years to seven for nationals of Portuguese-speaking countries and EU member states, and to ten for everyone else. Until a field carries a source, read it as a draft. On the country pages of the Jurisdiction Planning Report, a field with no source is withheld rather than printed.
A programme is one door into a jurisdiction, and ancestry, marriage, incorporation, residence and property are others (Article 2). A cheap, fast passport buys travel and a fallback document; it does not buy asset protection if the issuing state can be leaned on, and it does not buy a home if the place is not one. Read the programme after the three scores, never before. This ranking is the Journal's own assessment, and it pairs with the Atlas, the custody map, and the self-sufficiency instrument that feed it. The Sovereign Family states the household version.
